Add a proposal for EV marketing

1.  Separate the batteries from the EV: Sell or lease the EV, but lease the battery pack from a supervised battery provider. There must be incentives to promote long life on the batteries.

2.  Give a 'finders fee' for "steering" a customer into an EV. This would make EV drivers into "evangelists", which they are now, but would recognize their contribution. A referral card could be handed to the new recruit, who would then hand it to the sales person for a discount. The referrer would get a bonus, say, $50 or so. Double the 'finders fee' if it's steered toward a clean air charity of the referrers choice.

3.  Create and fund a one-stop information source for all EV information. This could be put on a website and/or a CD-ROM, packed with multimedia presentations explaining every aspect of the EV market in a visual and graphical way. How far? How fast? How much? Pollution? range? home recharging? batteries? recycling? leasing? hybrids? fuel cells? electric cost? electric usage? warranty? regen? HVAC? testimonials from owners, etc.

5.  To help educate the general public about EVs, put together a documentary that could be shown on various channels (like an infomercial). Use celebrity owner volunteers, e.g., Danny Devito, Ed Begley JR., Suzanne Sommers, Ted Danson, Pamela Anderson, etc., and Kris Trexler and Marvin Rush. Also, put together a brochure with similar info on it that can be given to EV drivers to hand out.

6.  Expand grants for EV Rental to expand into more areas. This will give more people the opportunity to try EVs, allow EV rental to purchase more EVs, and get EVs seen more frequently. One benefit of having EV rental in this area is that you see their vehicles using the public infrastructure. Infrastructure that gets used is less likely to get ICED and is less resented by an uneducated public.

7.  Something that has worked well in Hawaii and in some European demonstration projects is to allow EVs to park at meters for free. This would have to be done on a city by city basis but if CARB could get enough cities to participate it would be as much of a boost as the use of HOV lanes.

8.  Provide some additional ZEV credits for manufacturers that get EVs back on the road quickly. For example, add 2 ZEV credits to all EVs sold between October 1, 2000 and June 30 2001. That would give the car makers added incentives to get vehicles on the road quickly.

9.  Provide incentives for competition among manufacturers, i.e., make it profitable to produce and sell vehicles. This can be easily done with a weighted system of penalties and payouts. Charge manufacturers whether they produce vehicles or not, for example, if an EV supposedly costs $34,000, those who fail to sell their share of vehicles still have to pay that amount to subsidize Makers who do sell their share. If, say, Honda were required to produce 2000 vehicles in 2003, and did not sell a one, they would pay 68m to those manufacturers who did produce and sell, allocated pro rata, or to a new player, like Solectria or Sparrow.

10.  Allow the Makers to fund a separate EV company, with its own bottom line, to get out of their ZEV requirements. Then the EV company would compete on its own, with an incentive to succeed, not fail. (don’t remember who suggested this)

11.  Provide subsidized or free EV vans for Carpools. Many carpools use CNG vans, for carpools of 4, a RAV could be used; for larger carpools, one of the LAX minivans. Currently, the driver gets the privilege of using the van on the weekend, this would be a way for many to get a "free" EV and for carpools to be more fun.

12.  David Modisette and the electric utilities need to have the ability to buy and *sell to whomever they wish* as many electric cars as they feel like. If the Big Auto companies refuse to make and sell EV's to the electric utilities, then they should be legally penalized.

13.  Individual Consumers need to have the ability to *buy* and not just lease the cars. That will get the cars into the used market and create a new healthier culture, and defuse criticism that a supposedly captialistic enterprise made such a pathetic effort to stall the purchase of their own product. Would also defuse criticism of the program so far, more buyers than cars.

14.  If a consumer is given a runaround in trying to buy or lease an EV for the published price within a reasonable time-frame, then there should be a state official to whom this can be reported, and a set fine established that can be charged against the manufacturer for refusal to make and deliver said vehicle. This could be a condition of doing business in the state.

17.  Rental programs, such as the one started by T. Day of EVRENTALS (Budget) at LAX, have been successful, and expanded to Ontario and other airports. LAX has an electric shuttle bus program, which takes a lot of stinky old shuttles off the road. Expand these programs by requiring manufacturers to give steep discounts to the rental companies, just like they do with their ICE cars.

18.  Anaheim has a program of "day cars", where you get off the train, hop in an EV+, and drive to work, returning it at night. On the week ends, those cars are rented out. This should be expanded via grants to EV rental companies, and incentives to manufacturers.

19.Elementary, High School, and College visits, to show students and teachers the vehicles, and to drive around on internal campus roads -- showing that there is NO EXHAUST. CARB seems to have devoted 6 EVs to for display and demonstration at schools.

23.  Allow credits for electric busses, such as the new program in Anaheim and those in Burbank and Santa Barbara. Also, credits for serial hybrid over-the-road trucks, which would have regen capability for downhills, and a substantial battery pack to store it. This would be akin to the hybrid HumVee which is touring the country, and could be expanded to trash trucks, local busses, etc. Like a diesel electric locomotive, the serial hybrid runs on a generator when the battery is low or between plugs; but it can be plugged in to clean grid power, and store it for use in the city or for over-the-road climbing (getting it back when on the downgrade, storing it in the battery). For a truck, the battery pack would probably weigh much less than a diesel engine and the huge transmission and gas tanks they have to carry.

24.  Incentives for selling quicker: Fine the auto manufacturers when customers have to wait more than a month to take delivery of a car that is "available"and the customer wants to buy. This would require a 3rd party to track which customers are ready and trying to buy.

25.  I only drive about twenty miles a day total. I also think it would be great to drive one to school to show my classes. Maybe a program could be developed to bring the cars into classrooms, I would volunteer to do it! Well, thats a few thoughts from one person who would like to see his kids have the same beautiful world to grow up in that I did.

27.  Legislation to require apartment owners, when requested by a tenant who wants to get an EV, to allow tenants to install charging stations at their own expense, or else provide EV parking spots with public chargers. This will remove one obstacle stopping appartment dwellers getting EVs.

28.  Continue to expand infrastructure via tax credits or cash grants for businesses that provide EV charging spaces. Emphasis should be placed on getting charging station at places where people want to stay a long time, like hotels, theme parks, shopping malls, sport complexes, etc. As an incentive, partial ZEV credits that could be used to meet the 6% requirement could be given to an automobile manufacturer for each charging station they fund, say .1 ZEV credit for each station.

31.  There should be incentives for multi-day demonstration programs for EVs where the potential buyer could use the car for a few days. It is ESSENTIAL that these demo programs include some form of 220V charger that can be plugged in at home.. a portable magnacharger or AVCON box. 34.  Instead of penalizing people for excessive EV driving, as GM does with the 50 cents per mile penalty, lower the cost of driving an EV the more miles driven. Thus, if a driver were hoarding the EV at home, and not using it, the cost would be $500/mo, as now; but over 1000 miles per month, the cost would go down, say to 35 cents per mile; and extreme mileage could even result in lowering monthly payments. There should also be a prize for the highest-mileage EV each month. This would reward people for driving the EV around, and would make EVs more visible. There could also be a rebate for test drives give -- interested passerby would take the test drive, then sign in to give the driver a small bonus. This is in addition to the EV referral bonus, one of the above ideas.

35.  Decide on a single charging interface for EVs. There are now 2, conductive and inductive, but for the market to advance there must be only ONE standard. History in other markets shows that one will prevail but during the "format" war that precedes the whole market suffers. Now is the time to settle on a single charging format while the infrastructure is being built. The longer we wait the costlier it will become. Plus, whatever standard is decided upon, it must be upgradeable to higher current levels than those currently being used for future "quick" charging technology.

36.  This takes a couple of the proposals above an important step further: Offer owners of EVs designated street-parking spots like those for handicapped drivers (i.e., permit-parking), but create these spots next to city-owned utility poles for traffic or street lights and modify them to serve as charging stations. Thus, not only does the EV owner get a guaranteed parking spot -- a hot commodity here in San Francisco and elsewhere -- but he/she can charge their EV while it's parked. The city can either offer the charge for free (as an added incentive) or meter it and bill the permit-holder (at the low rates available to the city, perhaps even from renewable sources). And, like a handicapped spot, parking in an EV spot without a permit would risk being towed and a substantial fine.

38.  Really liked the demonstration model that I drove, but don't need a SUV. The sporty EV1 is lovely but way beyond my means. What kind of incentives can we give the little manufacturer? Encourage Micro-industry! To promote ZEVs we can do the same as what we did in educating the public against smoking - state subsidized competitive ad campaigns. I'd gladly bring together focus groups for this project!

39.  The Dynatron Company is working on a new liquid-electrolyte battery that will make the all-electric vehicle practical for the first time. This large battery can fit into the hood compartment of large or small vehicles, against the firewall, and can power the 137 h.p. 3-phase A.C. motor presently used in the GM all electric auto, or any other vehicle, and will self-recharge as the vehicle is driven. 42.  Lithium-polymer rechargeable batteries weigh half as much as equivalent-capacity Li-ion types now in EV use. Lithium Technology Corp. (LITH), Valence Tech. 47.   You're kidding, right? Make them sexy. Electric motors have 100% of their torque at a standstill, they can be set up to exhibit huge power, and they do it without making a sound. All this environmental crap doesn't make anyone want to buy anything. The perceived advance in technology will make the electric motor look better: a combustion engine runs at a realistic efficency of 15%. An electric motor runs at 70% (despite 90% claims). That's better. The computer industry has been selling computers with bigger numbers for years.

51.   I am researching the possibilities of having an aftermarket add-on for ev's. simply put, I would be sticking a generator on a golf cart. I am having trouble finding sources for this type of ev set up. this is going to be added to my senior project, so i also have some questions. Do you feel that adding one to two hundred miles range to an ev could make buying an ev more likely? would an ev be more practical if the a/c and radio were on full blast, and higher speeds available? any suggestions on gas assisted electric vehicle technology are needed, thanks. justinbill@hotmail.com

53.   How about a ZEV mandate like California has. If we all write to our state reps. asking them to make a ZEV mandate for their state, they just might eventually do it. Then the auto makers will have to bring their EV's to us. Even though he's on his campgain right now I still e-mailed G.W. Bush's office. Next I think I'll bug him on his campgain about this too.

61.   At touristic destinations where tourists usually rent a car to travel throughout the country (for that kind of travelling), introduce EV rentals so that people will take this opportunity to try an EV for the first time, which may influence their next car purchase later when they return home. Those EV rentals would have to be very competitive, so that economy would be an advantage that would attract the skeptics. This would work best in countries where fuel is expensive, like in Europe. So, if this works, say, in European capitals (Berlin, London, Paris, Madrid, Rome..) where many tourists rent cars, this could boost the industry (EV making) to become even more efficient, economical, and perfect. 62.   I tried posting this in the comments, but it won't work, so sorry for the irrelevance. Someone should make sure that the new Japanese concept of the "hydrogen splitting" battery gets manufactured correctly, and not bought off by major oil companies. I believe this is the critical gear that will dramatically change the performance of EVs (see Popular Science, recent issue).

63.   Once the EV industry is ready to go and supply everyone with an outstanding car (pretty soon, hey?), a documentary or report could be made to compare electric and gas cars on many levels, pointing out the many advantages of electric motors (some mentioned in post 47). The thing is, most people today still believe that gas cars are SO much superior than alternative designs, and that is what prevents them from becoming interested in EVs. At the end of this report, the conclusion could say that gas cars will be rendered obsolete within a few years, and will lose their value dramatically. If it causes a few property-value obsessed drivers to sell their present car and buy an EV. it could trigger a whole movement where gas cars would lose how much they are worth, while helping the EV industry sky-rocket because of all the money now in it. This money would improve EVs so much (just look at conventional car evolution over the last century!) that they would be brought to optimum efficiency, and would really be unbeatable, until maybe something truly better in the far future. For this mass movement to be effective and to even take place, the report or credible piece of information would have to be seen by a majority of people, hopefully believed at some extent, but probably not at the same time because then it would just be the daily talk/reaction and would then just vanish...

64.   I have yet talked to someone in Pennsylvania who knew what a EV1 was ... I would suggest a national campaign to educate the public ... they don't even know such technology exists! I am positive the EV1 would work great in Pa. ... the average commute is less than 12 miles each way... and the EV1 would be far superior to the ICE cars because of the type of driving done here ... my new Montana has traveled 12,000 miles this year .. within a 5 mile radius of my house! ... that's a lot of stop and go traffic that is much more suitable to the EV1! I drove a EV1 for two days in LA ... it is fantastic!

72.   Why don't you provide an option for solar panels on the roof of the car to re-charge the battery, since most of these cars sit in a company lot for 8-plus hours. 73.  Electric Forklifts are available that use "battery packs". Theses battery packs can be charged, maintained, and stored on racks and slid in and out of the forklift when needed. (traditional car has consumer maintained batteries.) Why not use the same technology to swap in and out 2 - 4 battery packs as distance and cargo capacity dicatates?

74.  I need to replace one of my vehicles with a electric car because I travel only 2.5 miles to work (this is hard on gas engines). All I need it to do is go 35-40 MPH for 5 miles (often in bad weather)! I can't use a golf cart because they will not go 30 mph (one lane no passing streets require min speed). Also, if my children start driving, this vehicle would be great to get them to and from school! If they could be purchased for 5-8k I might buy 3 and rent a car for the few times I travel out of town. (My wife works from home)

75.  Let EV customers choose how much battery capacity they get, and therefore control, to an extent, the cost of a new EV. For instance, I might be perfectly happy with 50 miles of range, and would benefit by not dragging 100 miles worth of batteries along with me. This would shorten recharge time as well. Someone else might actually need 100 mile (or more) range between charges. Let the customer make the decision, not the politicians or the manufacturers! This is one of the advantages of the EV; the batteries are substantially separate from the rest of the car, or so it seems to me. For instance, on a SUV, you can probably get auxillary gas tanks as an option. Why not extend that concept to EV's?

89.  I was wondering whether there are any specialist companies offering high-performance, big EV's? I would say with the cost of the initial (risky) technology, you are more likely to be able to sell EV's to a group to whom one car more or less is not a critical decision: In other words, there should be EV SUV's, EV 4x4's and EV Limo's... and these need to be commercially available ASAP, even at high prices, because their segment of the market would be the rich and famous. If there are high-end EV's easily available, what politician (especially of so-called "green" parties), dignitary or movie star could really afford not to have one? I think therefore that instead of the mass market 1p/per mile cars, some more attention needs to be put into the high end of the market. Any ideas on this? I know that it means less gains environmentally, but trust must be built first. Fossil-fuel vehicles are a part of what people are used to... if these things are seen, then people will begin to grow accustomed to them.

94.  ICE cars are ALWAYS parking in "EV-only" parking spots because there's no LAW against it (most CostCo stores in CA). EVs are already allowed in HOV lanes with one person, but you register for sticker at DMV. If a store is required to have 5 handicap parking spaces and they want to add EV space, make 6 handicap spaces, with the furthest away space being a "Handicap OR EV-Only" space. If a car parks in that spot without a handicap OR an HOV/EV sticker, they get the $500 handicap ticket.

97.  This is a communist site. Why don't they just let American's drive what they want to drive. Liberals don't say anything about the cars they drive in Husseins old country. Why don't you go breath the smog in Baghdad or Kuwait City. New York and San Francisco smell like a garden compared to those cities because of their little for cylinder cars. Maybe you should look into the emissions on a Ford truck and a Mitsubishi. There is not a big difference. You also must not know that V6 and V8 engines are now days get 25-36 miles to the gallon. I live in Texas and need a good vehicle to drive far distances. So why would I want a four cylinder that get about five miles more to the gallon, and I have to push it up a hill. We have a 1978 Chevrolet pickup, 2001 Ford F-150, a 1968 Ford Mustang, 1984 Ford F-150 4X4, and a 1995 L-9000 Ford Aeromax that gets 6.5 MPGs. What do you think about people that need these vehicles? We can't drive little cars becase they are not capable of the work, that we have for them. Come see me in Texas, and prove to me that your EV can drive 200 miles to take you to the doctor, drive 400 miles to go shopping, drive through one of our ranches pulling a forty foot trailer full of cows. I do not mean to sound like I don't care about the environment, but tell me if their is an EV that will do what I need one to do. I am the same person that wrote proposal 83, and I wish that American people would now get mad when I voice my opinion about vehicles. What CARB wants to hear at the
PUBLIC WORKSHOP TO DISCUSS POSSIBLE MODIFICATIONS TO THE ZERO EMISSION VEHICLE REGULATIONS

As you know, at the meeting on Sept. 7-8, the Air Resources Board (CARB), after careful consideration of extensive public and industry testimony, affirmed the Zero Emission Vehicle (ZEV) program by a unanimous vote.

The Board adopted a resolution affirming that the ZEV program is an essential component of the State's long-term air quality strategy, and that basic ZEV requirements be retained and implemented in California.

In addition, and here's where you come in, the Board directed staff to develop and propose regulatory modifications and other steps that will

  • Lead to a successful long-term implementation of the ZEV program,
  • Result in a sustainable market for ZEVs.

In particular the Board identified the needs:

  1. For Near-Term product availability and market stability,
  2. To greatly enhance public education regarding the attributes and benefits of ZEV technologies,
  3. To reduce or mitigate the high initial costs of vehicles and batteries in low-volume production.

In response to the Board's directive, staff will be developing recommendations to be brought before the Board at a January 25, 2001 public hearing. As a first step in developing possible regulatory changes, staff will hold a workshop to present possible approaches and receive public comment.

This website is collecting (and will be organizing) YOUR IDEAS for how these aims could be accomplished in specific actions and directives which CARB could conceivably consider ordering. We may not be able to help, but then, from the plethora of ideas sometimes some real gems show up.

Add your thoughts, try them out on others! People can comment on your idea, and you can defend it or enhance it. If you refine it, start a new version!

Try to keep the comments specific to answer the "three little needs" (a,b,c) above. CARB just can't do things like "...put an EV under each child's Christmas Tree...", but they can do things like requiring Auto Makers to make a certain number of EVs available to EV Rental Companies, some of which might give a discount rental to supply EVs for "Santa Claus" to drive up to Shopping Centers, as a Public Relations item and an attention grabber. The kids always love rides in EVs!
